Could possibly transform all notification messages into one bulletin board and sequentially mark them as closed?

Not exactly sure what you mean by transforming all notifications messages into one bulletin board as not all the notification require users to take actions. Task feature does have a interface to review assigned tasks and allow users to manage them.
