How many values can I create for a field? Is that limit to 10,000?

Hi, I am creating a survey, in which, there are 3 levels:
Level 1: 63 values
Level 2 (cascade from level 1): 689
Level 3 (cascade form level 2): 10,063

However, I cannot input all 10,063 values into the field of level 3. Instead of that, it seems to accept only under 10,000. Is that true?

How can I fix that? Thank you!
