How do I create tags for the forum?

in this support forum, if i create a new topic, i have the option of choosing a category and a tag. But there are almost no tags to choose from. There are 5, four in some Asian characters. How do I create new tags?

It is not supported to add tags in the Ragic Community for normal users.
You may use category / hashtag instead.
so can you create some tags that we can use or remove the option?
