NOWTZ function not working

NOWTZ doesnt seem to be working when I use it on a form and embed into a website. Like I have set the company timezone to GMT-4. But when a person fills the form. It records the time on their PC on the form and the list. Is there any way to update this so it automatically configures the time to reflect GMT-4 on the list.

Any advise would be highly appreciated.
