New Database Access Request - Cryptic Error Message - You should be an internal user...

I am trying to get External User access working via the “New Database Access Request” option on the “https://www.ragic.com/” page.
However, I get the message “You should be an internal user, not external user: @live.com.au”. I presume this is an error message and has something to do with the fact that the account owner email address belongs to the “@live.com.au” domain. I am unable to submit the request.
Can you tell me what is going on?

I just attempted to add an External User from within my account and I received the error message stating “You cannot add external users with your organization e-mail domain: @live.com.au”.
It appears that the Ragic system is making the incorrect assumption the the account owner’s domain is the same as the owner’s e-mail domain.
